Political impact of COVID-19 on the social network Twitter as a disinformation tool

Abstract

Currently, socio-political changes have been accompanied (and sometimes caused) by the hoaxes published on social networks, which have increased, especially in this context created by the state of emergency caused by the new coronavirus. This situation, of course, has affected the credibility of governments, which have the feeling of generating false expectations among the population. The objective of this study is to analyze the political impact of Twitter as a disinformation instrument. The survey has been applied to a sample of 400 participants. The study has a combined research design of both approaches (qualitative and quantitative). The investigation was based on searches related to COVID-19 through Twitter in various media and news programs in the region.  Analysis results revealed that social networks influence government decision-making. Therefore, social networks are considered as sources of opinion and disinformation with the purpose of carrying out media manipulations linked to COVID-19 in the population.

Project evaluator for the Universidad Nacional Mayor de San Marcos. Scientific Committee of the Altoandinas magazine - Universidad Nacional de Puno. Director of the Research Unit of the Institute of Government and Public Management of the University of San Martín de Porres. Hilbrando Iván Hidalgo Romero, Universidad de San Martín de Porres

Economist Engineer and Doctor in "Government and Public Policies" by the Institute of Government of the San Martín de Porres University, he also has a Master in "Management and Analysis of Public Policies" by the Carlos III University - Madrid - Spain and a Master in "Quality Management in Higher Education" by the Complutense University of Madrid. Dr. Iván Hidalgo is currently the Academic Director of the Institute of Government and Public Management directed by Dr. Alan García Pérez, former Constitutional President of Peru, at the University of San Martín de Porres in Lima, Peru. And General Director of the Program "Leadership for Transformation 2012" of the Andean Development Corporation (CAF) Latin American Development Bank in Peru. In his professional career, Dr. Iván Hidalgo has held the position of President of the Board of Directors of the "JUNTOS" Programme, which belongs to the Ministry of Development and Social Inclusion of the Peruvian State. He has also chaired the National Liaison Committee of the Management of Social Transformations Programme MOST-UNESCO in Peru. He has also served as Head of the Cabinet of Advisors in the Ministerial Office of the Ministry of Women and Social Development. He has also been Chairman of the Board of Directors of the Fund for Equality, an institution attached to the Presidency of the Council of Ministers, and a Member of the Board of Directors of the APCI (Peruvian Agency for International Cooperation).

Luis Alberto Nuñez Lira, Universidad de San Martín de Porres

PhD in Education from the Federico Villarreal University and a PhD in Public Management and Governance from the César Vallejo University, Master in University Teaching, with a degree in Education in the specialty of Biology and Chemistry from the Universidad Nacional Mayor de San Marcos, with extensive experience in the education sector. Bachelor's degree in Sociology from the University of San Martín de Porres, with skills in teamwork and organizational leadership. Specialist in management, analysis and problem solving skills, as well as absolute dedication to achieve and maintain high levels of educational quality and specialist in research in social and human sciences. Extensive experience in management and academic coordination positions in educational and postgraduate institutions.
